The P³Solution creates a New Asset Class in positive externalities. The program drives investment capital into projects with measurable public benefit as a result of monetizing positive externalities.

OPPORTUNITIES FOR LARGE-SCALE INVESTMENT CAPITAL IN PUBLIC PROJECTS THAT GENERATE PUBLIC BENEFITS, SUCH AS INFRUSTRUCTURE.

There are high levels of underutilized investment capital available that could be used to improve and expand our public infrastructure and grow our economy. However, to facilitate the investment of these pools of capital in public infrastructure, new investment vehicles are needed that can:

• Offer financing incentives in a wide range of public infrastructure projects, including projects related to affordable housing, healthcare, education and workforce training, smart transportation, clean energy, environmental protection and mitigation, and sustainable economic development.

• Align public policy goals for development of public infrastructure projects with investment goals for investors by allowing both the public sector and private capital investors to benefit from projects that generate public benefits.
  
  
• Create a fundamental transformation in the financing of public programs, such as infrastructure, to open the gates for private capital investment.
